Decarbonisation and net zero consultancy, written to be acted on

Ovia Group advises public bodies, schools and businesses on decarbonisation, carbon reporting, energy strategy and public procurement. Every piece of advice names the next step, what it costs and who does it.

What you get

Net zero strategy

A carbon baseline, a target and a costed route to reach it.

Carbon reporting

Scope 1, 2 and 3 baselines and reporting, including SECR and the UK Sustainability Reporting Standards.

Carbon Reduction Plans

A published plan to the standard public buyers ask for, so your bids are not held back.

Fleet decarbonisation strategy

When and how vehicles move to electric, with the charging and grid capacity to match.

Fleet electrification

Heat network advice

What regulation and zoning mean for your buildings, and what to do before the deadlines.

Energy strategy for estates

How your sites use, buy and generate energy, brought into one plan.

Power purchase agreements

Whether a long-term agreement with a generator suits your demand, and how to buy one.

Public procurement consultancy

Tender design, evaluation and award for complex contracts beyond energy, run under the Procurement Act 2023.

Bid writing

Tender responses for suppliers bidding into public contracts, written from the buyer’s side of the table.

Who we work with

Public bodies

Councils, NHS bodies, universities and housing providers with targets to meet, estates to run and contracts to procure.

Businesses and venues

Organisations that need a carbon plan to win work, or an energy plan to control cost.

Suppliers bidding for public work

Firms that need a Carbon Reduction Plan or a stronger tender response to win public contracts.

Rules already in force

  • Heat networks are now regulated. Ofgem has regulated heat networks since 27 January 2026. Existing networks must register by 26 January 2027, with technical standards to follow. SFHA
  • Carbon plans decide who can bid. Central government contracts worth more than £5 million a year require bidders to provide a Carbon Reduction Plan. PPN 006 on GOV.UK
  • Sustainability reporting has a UK standard. The UK Sustainability Reporting Standards, S1 and S2, were published for voluntary use in February 2026, and the FCA has consulted on applying them to listed companies from 2027. PwC
